No and Yes
Public property ';street'; they could charge you with Burning with out a permit and public endangerment.
Private property ';parking lot'; the owners could charge you with malicious property damage or mistermeaner arson.
You can do it on your own property as long as you have a burn permitIs it legal to burn oil in an empty parking lot or road?
If you own the parking lot, then look into local ordinances concerning fires. If you do not own it, or you wish to block a public highway, then it is not lawful.
I'd have to go with a big no on that one. considering it's in a public place, it's illegal.
you can do it... but it's not necessarily a good idea.
bad idea, if you must don't pour flamables on asphalt, it will disolve it, concrete is ok though.
Just don't stand in the middle of it, you might have trouble getting out. :D
